By law, all adult Thai citizens must carry an official ID card. The old laminated paper ID cards are being replaced by Credit Card type cards. There are plans under way to replace these with SMART Cards. The card shows their photo, and in Thai, their name and marital status, their (Registered) address, which is normally their home address. Very few have changed to a local address, as to do so, you have to be registered the the "Tabian Bahn" or "House registration book". The bit mainly of interest to you is the Date of Birth, using the Buddhist calendar.
Remember that while for us this is 2008 AD, for Thailand it is 2551 BE, which means that if their birth date is after 2533 BE, they are underage, as age of consent is 18. In fact, legally, they cannot work in bars until they are 20, but often do.
Places like Peppermint, Marine Disco and Lucifers disco will check ID on entry to check a persons age.
Most hotels ask for overnight guests to leave their ID cards at the reception, and some will call your room when the girl leaves to check that everything is OK. It is NOT spying on you, just to protect you.
This also protects you from scams by under age girls trying to blackmail you. An example is a young girl goes with you, she uses her elder sister's ID card and later returns with an "responsible adult" claiming statutory rape. For a large fee, they will forget it happened. The hotel register will prove you thought they were over age of consent age as the ID card details will be logged.
Also, if the girl wakes before you and runs off with your wallet, money and possessions, the hotel can supply her ID card number for the Police. You will need a police report for any claim.
Now if a girl does NOT have an ID card, maybe she has had it stolen and maybe she just isn't Thai, but from Laos or Cambodia. There are some from Myanmar (Burma), but usually in the building industry, not sex industry.
